"A RESOLUTION PROPOSING TO THE UN GENERAL ASSEMBLY THE CREATION OF THE DEPARTMENT OF NON-GOVERNMENTAL ORGANIZATIONS (DNGO), WHO SHALL BE HEADED BY AN ASSISTANT UNDERSECRETARY, OUT OF EXISTING NGO OFFICES TO UP-GRADE, RESTRUCTURE AND/OR RATIONALIZE POLICY IMPLEMENTATIONS"

WHEREAS, in an interactive forum on General Assembly and non-governmental organization relations on 21 Nov. 2006 aimed at stimulating greater understanding between Member States and NGOs regarding the challenges and opportunities for further partnership the following key messages emerged, to wit:

  1. Partnership between the United Nations and NGOs is vital to the success of the UN in achieving its goals.
  2. NGOs bring vision and information to UN meetings and contribute to UN efforts operationally, financially, and in terms of public awareness and support.
  3. NGO participation in UN meetings and processes is complimentary, not contradictory, to the UN's intergovernmental structure whereby Member States are the sole decision-makers.
  4. The systemic implementation of best practices of NGO participation in the UN would benefit all stakeholders.


NOW, THEREFORE, IT IS RESOLVE, AS IT IS HEREBY RESOLVED, TO PROPOSE TO THE UNITED NATIONS GENERAL ASSEMBLY, THROUGH THE SECRETARY GENERAL, THE CREATION OF THE DEPARTMENT OF NON-GOVERNMENTAL ORGANIZATIONS (DNGO), WHICH SHALL BE HEADED BY AN ASSISTANT UNDERSECRETARY AND THE ENACTMENT OF RULES IN CONNECTION HEREWITH.
